Reopening intercountry adoption – subject of a Resolution of the European Parliament

On Monday night, European Parliament plenary session in Strasbourg has discussed an initiative of 62 Members of the European Parliament (MEPs), mostly Italians, to re-open international adoptions to the European Union. Although both the debate and the resolution aimed at the general situation of international adoptions in all 27 Member States, in the MEPs speeches, Romania was the country mentioned almost exclusively with the criticism that its legislation does not allow international adoptions. The MEPs resolution will be put to vote tomorrow, 19 January.

The European Parliament debate comes less than a year after the petition of the Italian organisation Amici dei Bambini “, which called for the reopening of international adoptions by Romania, the proposal was closed by MEP Victor Bostinaru (PSD) and with the agreement of all members of the Petition Committee of the European Parliament. US State Department: Work to Unblock Romanian Adoptions

The Italian adoption agency Amici dei Bambini reported recently on yet another attempt to re-open Romanian adoptions.

Apparently the US State Department has invited the Romanian Office for Adoptions in recent days to attend a series of meetings during which were examined in detail the procedures of the American adoption system.
The meetings that were held in Washington, Pittsburgh and Boston have seen the presence of three representatives of the Romanian Office for Adoptions: Bogdan Adrian Panait, chairman of the department for adoptions Romania , Ciprian Florinel Buhusi Ramona Popa and both the president’s advisers.

These meetings, called “Children’s Rights, Advocacy and Policy Development / Implementation / Review – A Project for Romania” were part of a program of cooperation and development organized by the EDA (Academy for Educational Development) commissioned by the U.S. State Department.

I have not been able to find any references to these meetings on EDA’s website, nor on the one of the US State Department.

These bilateral meetings were, as reported by Amici dei Bambini, also the result of an important work of many American associations who are for some years waging a battle for the rights of abandoned children in Romania , providing support for international adoptions.

PoundPupLegacy today found the doors to the Joint Council on International Children’s Services’ membership area wide open.

For those who don’t know, JCICS is the umbrella organisation of the US adoption agencies and other members of the adoption industry. With the downgoing number of intercountry adoptions, it is a trade organisation that is fighting for its life. More on that you can find in its 2009 Stakeholders document. (more…)

A European Adoption Agency?

During a conference organized by French Members of the European Parliament Claire Gibault and Jean-Marie Cavada on 9 November 2009, Francois de Combret announced his desire: a European Adoption Agency.

The last page of ‘Romania for Export Only’: 

Francois de Combret:

 I HAVE A DREAM. I see children with their arms lifted looking for love. And far away I see families with their arms wide open. We must have a European adoption agency.

Next year there will be free movement of persons, goods and services. If intercountry adoption is not allowed it means children cannot travel. It is like an iron curtain.’

At the time, I had no idea what he meant.

But now, it came out.

The European Commission Forges Official Report

The European Commission has falsified an official report, released only partially exactly one year ago, during the Conference on Challenges in Adoption Procedures in Europe, in Strasbourg from 30 November to 1 December 2009. Exclusively for Jurnalul National several experts testified about the pressure put on their work by high-rank European Commission officials, in order to get to the conclusion that there is a need for the establishment of a European Adoption Agency. The stake of the new agency: creating a “market” for European adoptions in which Romania would be forced to reopen international adoptions. Behind this decision are pro-adoption lobbies from France, Italy, Spain and the United States. (more…)

Wikileaks, Lieberman and Romanian adoptions…

Yesterday was a rough day for Wikileaks. Their webhost AMAZON closed down their website, without prior warning.

The days before, some politicians were contemplating legal steps, called for hunting down Julian Assange as a terrorist, or did an outright call to kill him.
So what triggered Amazon to close down Wikileaks so abruptly? Apparently it was Senator Joseph (Joe) Lieberman who was the driving force:

Berlin, media prize for ‘Search a Child, Pay Cash’

This weekend I was in Berlin. The Stiftung Kindernothilfe had invited me to their yearly media prize award. This prize is for German journalists whose work shows light on the breaching of children’s rights. The reason for my invitation was that the TV movie ‘Search a Child, Pay Cash’ by filmmaker Golineh Atai – and based on my book – was nominated for this year’s award. (more…)

Resuming Blogging – Adoption Awareness Month

After a long silence, time to take up blogging again. What better moment to choose than the US National Adoption Awareness Month. As of now, my blog will be hosted on my new website; the old one remains but will no longer be updated.

Since publishing Romania – For Export Only, spring 2007, lots has happened. The pressure on Romania is still mountain high, but the Romanian President stands firm. One may wonder why the adoption crowd is so eager to re-open Romania. In the US National Adoption Awareness Month I will blog regularly about the politics & persons behind this.
